How did facebook applications get started?

Why does Facebook algorithmically shut down applications that grow rapidly without any confirmation of ToS abuse, yet let 6waves get away with repeated, blatant violation of Facebook Platform Policy?

• - Give Hearts automatically posts to Facebook feeds upon adding the application with a delay of a few hours - tons of minor policy infractions. - Drink It Up used to engage in auto-posting behavior and even presently doesn't comply with Facebook's alcohol policy and exclude users under the age of 21. - Friend Secrets incentivized feed stories and automatically posted to my wall when it was first around just by adding it. They directly incentivized users by paying them currency for posting feed stories. This is excluding all the aggressive, in-compliance behavior such as repeated, unwarranted pop-ups to share content as soon as I add each application. I'm certain that there are far more blatant violations, but these are the only 3 6waves applications that I have been brave enough to add.
