  Sean and others sum up the answer to the question very well.  In part this relates to culture; however, also in part this does relate to practices that are currently in place.  Although universities do have  experiences, they also sell education and are a business in it of  themselves; however, I think the system has to be in place to make it  work.  Furthermore  in the United States there is less funding contributing to even the  state/local colleges and universities and more increasingly these  institutions are relying on Chinese students, where about 250,000  Chinese students studied in the USA from China last year. On  a side note, colleges and universities will need to plan for when the  time comes that the Chinese interest in studying abroad decreases. We  do need to compare this to countries that offer this kind of system and  address the cost, time, and other ramifications if one were to convert.  If higher education is free, this could reduce the value of an American higher education degree.  It  has increased in popularity in the recent fifty years and has become a  staple requirement for most positions including that of even one's  administrative assistant!
