I don't know if any of the following are consider the best way, but in a nutshell, these are your only options. 1. Find a company that is willing to sponsor a work visa for you. 2. Have a million laying around and apply for an investor visa. 3. Marry a US citizen.

Get a job at a tech company. Apply to ones in the USA, but take ones locally if you don't get one in the US. If it's not in the USA, it's still good experience and there is a huge shortage of tech workers in the Bay Area so you'll have better luck with more experience. Or try tech companies with branches in multiple locations, be excellent and eventually ask for a transfer.

Computer science is one of the best qualification you can have if you want to relocate to the US. There is currently a shortage of developers in the US and a lot of companies are willing to sponsor foreigners for a work visa and relocate them.
