when making the statement electromagnectic we are actually dealing with two words, two principles, and two phenomena which are very difficult to quantify or qualify except by our very limited knowledge of science. everything in the known universe is electro-magnetic or has electro-magnetic qualities or works in and around electro-magnetism. but these are blatant manifestations and do not define the essence of what powers existence at the super sub-atomic level and beyond. so in essence the question should be "what is this phenomena deep below the surface of electro-magnetism that even allows to attempt to answer this question".
