How feasible is the idea to make a web portal where users can upload videos/photos etc of vehicles which ignore PUC policies?

Fed up with vehicle owner's total disregard to PUC(Pollution Under Control) we are planning to make a web portal where a user can upload videos/ photos/ vehicle numbers anonymously. These uploads can be used as evidence against the guilty person or can be used to bring shame/awareness among them. What is your take on this idea?

An obvious problem I foresee is someone uploading a photo of a non-infringing vehicle. You would need to immediately delete any images where the vehicle is shown as non-infringing. If you are smart, you can run OCR on vehicle numbers and automatically delete images previously cleared. I am part of an approval team on one of world's largest specialty social networking websites (you probably never heard of it) and that is what we do before we allow new images to go live. We have a queue of new images being uploaded that have to be voted on before they are seen in public. This website will likely enjoy being the target of endless lawsuits. If that's what you want, have fun with it. :) You may want to make it difficult to find the operators of such a site for personal safety because you may bring unwanted attention to criminals operating allegedly infringing vehicles. Geotagged images, which happens automatically when uploaded from a phone, may prove to be very helpful to the police. Think of your security as if you were running an anonymous gossip site. Interesting. For the development part, you could use a Quora blog where anyone can request to publish a photo. After admin's approval, the post will be public. However, its difficult to prove from a photo whether a person carries a PUC or not. I could click any random person's photo, upload with and since the admin doesn't know about the truth, he'll publish it. Skeptical about this bringing real awareness.
