When starting a blog, is it better to develop a website for it? Or launch from blogger and the like?

I use Ghostion ( http://bit.ly/1iyC8u4 ) but I wouldn't recommend it.. because it's quite hard to manage my blog via Ghostion. I think that since years, the competition happens only between WordPress and Blogger and in most of the cases stated by professional bloggers, WorldPress is the 'winner'. But Blogger shows some signs of developing. So if Blogger would continue to keep its updates going on and on maybe the day will come when people from WordPress will start 'migrating' to Blogger! I'd say that it depends on what your objective is with the blog. Is this for a hobby or business? Could you invest in a sort of brand for your adventure? Depending on what you would like to achieve and type of style you need, this will affect your starting point. I started blogging more than 10 years ago and started with Blogger. It was free and I was a student and just wanted to mess around. Eventually I switched over to Wordpress because of the plugin functionalities. If brand and image are important, try to make sure that wherever you start, it will welcome the reactions you want when someone come across your blog.
