I would recommend to look at http://Axaonator.com.It has feature to define policies with GPS location like say if you want to assign a job to a closest (in terms of location) field worker you can define a policy which would match the location of the field worker  and the job and choose the closest field worker for that job. It also throws a notification to the field worker about the assigned job. Many such policies can be defined the above is one possible policy.
