Will someone signed up to get an RSS of a twitter feed always receive tweets that were deleted seconds after being tweeted?

No. The RSS reader doesn't check every second. I'd suspect services like Google Reader check about every 30 minutes or so. A google real-time alert might be a good way to capture everything.

Nope, that will happen only if the deletion happened after the RSS was updated with the tweet and the next update to the RSS still has not happened. If you asked for the RSS after the update, but before the delete is processed, you will get it. But remember that the next update will wipe the tweet out.

I'm not hundred percent sure, but I don't think the tweets that been deleted after a second shows up in the RSS reader. I get my own twitter feed as rss and I don't think I ever seen a tweet that I've deleted.
