How much will be a function of how many base station sites you turn up and how much bandwidth you give each base station. One. If you have to ask these questions on Quora then you really don't want to waste your time or other people's money. Sorry to be blunt but launching a carrier is not easy and not cheap. Two Why would you want to do WiMAX? That technology is now obsolete.

If your range/coverage requirement really is minimal, you probably don't need WiMAX rather than WLAN. WLAN equipment is usually cheaper, and is designed to work in contended unlicensed spectrum, whereas WiMAX was intended for a licensed, clear channel environment. Further, all your users whatever/whoever they are will have WLAN equipment but you'll have to issue them with WiMAX radios (some laptops with Intel wireless cards are dual mode, but how many people have ever used that feature?) Could you share more detail about the use case?
