Yes, there are many good tools available today to automate Twitter also. You can automate following, tweets, re-tweets and a lot more from very easy to use features. TwtDominator offer nice features that allow you follow your target accounts and scrape user from keywords and names. Also provide mass unfollow to remove those accounts from your following list who are not following you back.
