  The cost of creating the voice model can be significant with today's technology. The voice model trainer needs hundreds of hours of accurately transcribed recordings in the same format as the intended end application, i.e., audio recorded with a desktop microphone is not suitable for a cell phone app. You will also need to spend considerable time on your translation capabilities and language models as well as finding a speech recognition platform (Like CMU Sphinx or Julius). I cannot give you a figure but the cost is extensive. Why not call someone at Jibbigo and ask if they have any plans to support Hebrew to English.
