How can I develop my first Android App with no programming experience?

If you get real lucky you might be able to find a "starving artist" of a developer, but that is not very likely.  Much more likely you'll find someone that talks a good game but can't do anything at all.   I see that all the time. Developing an app is like painting a car or learning to play the piano.   The quality of the outcome is directly proportional to the amount of time spent practicing and preparing.   There are no super shortcuts.

If you know how you want it to look and function you can use Google's App Inventor which will help you build it without knowing how to code.  I used it for my first one.  You can also do that to create a mock version to show the developer and save some time and money too.  You might want to try http://elance.com and craigslist for your freelance dev.  I've had good success with both.

Hire a guy who will give you Requirement and analysis report for your Idea. That report will also includes estimation of the resources and that way u can make a bid for Hiring freelancers @freelancers  http://Freelancer.com  or some similar platform. Just note one thing , coding is merely 5 % of the whole project, so u can manage to build your vision into reality with outsourcing too , so u need not to focus on coding for making it a reality. and i am sure about that because myself being a developer , i know as soon as flow is done ..coding is done in matter of time.
