Who manufactures the Global Entry ID cards?

The data format of the card is shared with EU ID cards and the overall styling of the card doesn't indicate "Global Entry" as a very USA-centric program. See below: I'm wondering if the same company is responsible for EU IDs + Global Entry. And potentially if Global Entry is a test-bed for a true international ID card format.
