Why does Google charge for use of the AdWords API?

http://code.google.com/apis/adwords/v2009/docs/ratesheet.html I expected to find a data export API similar to the API provided by Google Analytics, but I was disappointed to see that all API calls cost money. Why would they not want users to build their own reports and dashboards?

Answer:
Some good discussion of this issue in the comments to http://googlepublicpolicy.blogspot.com/2009/10/yes-you-can-export-data-from-adwords.html. It appears that Google allows manual export of data but disallows export of data via the API. I really don't understand the reasons for this restriction.
