What is the difference between a research scientist and a staff scientist?

As far as I understand it*, staff scientist is defined as a permanent research worker at a research institute or a research university who has a PhD but who isn't a research group leader. (Typically at places where the title professor is reserved for (tenured) group leaders.) It is often best described as a permanent postdoc (may lead their own and some students' and postdocs' research within the group's declared topics but usually in a subfield outside of the leader's expertise, with more or less autonomy, usually can't author grant proposals independently) or high-level technician (uses a highly specialized skill for which more education was required than for a typical technician, such as solving crystal structures, to help research of other people in the group, department or whole institution). Research scientist is used for a wider variety of positions, including those in research and development in industry. Sometimes it even includes research professors, research group leaders. But the terms seem to vary between countries/areas and institutions/companies so whenever it's important you should find out what exactly it means at that institution. *Note that the system I am most familiar with is in Israel ( http://wws.weizmann.ac.il/Staff_Scientists/ ), not the US.

It really depends on the organization. It is probably a bad idea to generalize these institution defined positions. in many cases (such as DOE labs like LBL and SLAC), staff scientist is higher than a research scientist (which is an entry level researcher position) but it again it depends on the organization. In google, staff software engineers are higher than senior software engineers so once again it is institution defined
