The only exceptions are Airlines, if required by law or applicable tariff. Effective 1 January 2011, a Merchant must not: • Accept payment from a Cardholder for the purpose of depositing funds to the Cardholder's account • Process a Credit Transaction Receipt without having completed a previous retail Transaction with the same Cardholder The loading of value to a Visa Prepaid Card that has been designated for participation in the Visa Prepaid Load Service by the Issuer is excluded from these restrictions.
