Must Commerce, Ecology and Agriculture Always Be At Odds With Each Other?

NCERT Question: If agriculture and commerce are state subjects, then why do we have ministers of agriculture and commerce in the Union Cabinet?

• Answer:

  India, is not a federation, rather it is an Union of states or a federation with strong centre. The Centre draws up the agenda at the national level and the states execute it at lower level. Commerce in the sense, it also includes trade with other nations and organizations made by the centre. Though agriculture and commerce belong to state law, centre is permitted to make laws under state list for giving effect to international treaties Agriculture is the backbone of Indian Economy. It is very difficult to run a government without a strong central care in some subject where almost 60% of the population is employed, feeds 130 crore people, and cashes in about 14% of GDP. Take the example of NFSM(National Food Security Mission) centre orders to implement certain directives uniformly throught the country. The centre allocates the grains where in the states are independent to device their own schemes. State government is just a subordinate (with some independence) for centre to implement the governance.
