I'm looking for help with the minimum requirements for a startup to be eligible to sponsor an H1B visa. Which is more important, cash flow or the business plan?

There are no specific minimum requirements for a start-up. But, the company should be able to show sufficient funds to pay the H1B worker (say, at least enough for 3 months salary); and, a business plan can make a big difference. That being said, a company with little money, but some solid contracts showing funds that will be coming in may suffice.
