If I jerry-rig a pair of active-shutter 3D glasses to function at 60 Hz instead of 120 Hz, and I write a hacky display driver to send 60 Hz alternating frames to my monitor, will it successfully look 3D?

This seems like a very cheap ($100) way to get one's own 3D monitor to hack on.

Well...sounds like it would work, but at a slower refresh rate you'll definitely notice the flicker. You'll see a stereo image but won't be as easy to watch as being at 120.
