Is it possible for a Google intern to convert into a different full-time position?

Tell your conversion recruiter that you are interested in multiple roles. They will set you up with a conversion recruiter for the other role(s) you are interested in. You will need to go through both processes - so, for example, if you are a SWE intern and want to dual track for SWE and PM, you will need to do the interviews for both and go through both hiring committees, etc. If you qualify for more than one position, at some point, you will be asked to choose between them.
