What is the reason behind 14 Indian Navy accidents (listed below) during just 10 months?

Coincidence or Sabotage or mismanagement? After reading today's news(7th April) of Indian Navy Vessel INS Matanga catches fire onboard we have to think about recent 14 accidents. Among fourteen,ten seem very serious. 01 - INS Sindhuratna (February, 2014) Seven Navy personnel were injured and two officers unaccounted for in a mishap on board Russian-origin Kilo Class submarine INS Sindhuratna, 80 kms off the Mumbai coast. 02 - INS Airavat (February 2014) Amphibious ship INS Airavat, the latest of the Shardul class of tank-landing ships, ran aground off the coast of Visakhapatnam. The propellers of the warship were permanently damaged and had to be replaced for the vessel to become operational again. 03 - INS Sindhughosh (January 2014) The leading ship of her class of diesel-electric submarines of the Indian Navy, the Sindhughosh ran aground at the naval harbour in Mumbai. The submarine was freed later and did not suffer much damage. At the time of the incident, it was fully armed, carrying its entire compliment of 70 personnel, all of whom were safe. 04 - INS Vipul (January 2014) A member of the elite 22nd Killer Missile Vessel Squadron of the navy, the ship was detected with a hole in its pillar compartment which forced the ship back into the harbour while it was on an operational deployment. It had to be sent back for repair. 05 - INS Betwa (January 2014) An indigenously built naval frigate, the Betwa ran aground and collided with an unidentified object while approaching the Mumbai naval base. The sonar system of the frigate was cracked, leading to faulty readings and ingress of saltwater into sensitive equipment. 06 - INS Tarkash (December 2013) A stealth frigate which conducted several overseas missions, INS Tarkash suffered damage to its hull when it hit the jetty while docking at the Mumbai naval base. 07 - INS Talwar (December 2013) A fishing trawler sank after colliding with the navy's frontline frigate INS Talwar near Ratnagiri district of Maharashtra, injuring four of the 27 people onboard the trawler. The fishing trawler was operating without lights. 08 - INS Konkan (December 2013) A mine sweeper under the Eastern Naval Command, the Konkan caught fire at the naval dockyard at Visakhapatnam while undergoing repairs. The fire engulfed much of the ship's interior before it was put off. 09 - INS Viraat (September 2013) Fire broke out near the officer's mess of the aircraft carrier off the coast of Mumbai in September last year. And this one is very major 10 - INS Sindhurakshak (August 2013) Blasts ripped through the torpedo compartment of the INS Sindhurakshak while it was berthed at the naval dockyard off the Mumbai coast. Fifteen sailors and three officers were killed. The vessel then submerged under three metres of water. Divers could not even approach the submarine for two to three hours due to the extreme heat that it was generating. 11 - INS Kolkata (Yard 12701) (7 March, 2014): An officer was killed and a worker injured after inhaling carbon dioxide gas which leaked from a container in the advanced warship at Mumbai's Mazagon Dock Limited. 12 - (8, March, 2014) : An Under-construction Arihant Level Submarine met with accident while testing, in Visakhapatnam. The lid of hydraulic tank of Submarine fell on the workers killing one on the spot. 13 - INS Matanga (6, April, 2014) : The first ship of the class, INS Gaj, a Tugboat. Fire broke out on INS Matanga which was under repair at Mumbai Dock. The tug is used for towing two large vessels out of the harbour. Is Indian Navy under attack ?

The problem with the Indian defence is the budget many of them took place due to failed batteries which were not replaced on time talking about the bureaucracy it is too weak compared with China India's defence budget is just 4% of GDP while China's budget is 10% of its GDP and considering the fact that China's GDP is 10 times more compared to India

Incompetence. I know many people are going to downvote this answer, but this is the truth. I have some experience working with Indian Navy (worked on project floated by their wing at IIT Delhi.) Most of them are just like any other government officer, sitting in AC rooms, getting a fat paycheck, doing nothing. They have absolutely no regard for Technology or Technical competence. It happens when you select people ( I mean here specifically Technical Staff, not Soldiers ), based on width of their chest, instead of their love for Technology and their competence.
