What's the best way of finding an effective freelance PR & social media strategist for an up-and-coming social network?

Not sure what to call the person we're looking for. Basically, we'd like to increase the visibility of a unique medium-sized social network (on a budget -- probably can't afford larger PR firm like atomic or sparkpr). We'd like someone who can help raise awareness: solicit blog posts & articles, tweet for us, manage our Facebook page, and maybe write a blog about our site's topic. Location is not important (could work from anywhere). Are there good sites for finding somebody of this sort? Or what sort of terms should I google? How does tend compensation vary? Sorry for the vague question and thanks in advance!

Most of the questions are applicable whether you're looking for PR or soical media help: http://www.openforum.com/articles/10-questions-to-ask-before-hiring-a-digital-pr-consultant You could also look at existing startup landscape. Which companies are receiving the type of coverage you'd like to receive? Who is their PR firm? Does that firm also manage social media for clients? At least that will give you a starting point. If those firms are outside your budget, they may be willing to make a referral.

It's quite easy to find self-declared social media experts, but the three things I'd be looking for in someone's past work are: Quantitative success (not just the ability to drive traffic, but to drive the right traffic that engages with your site, whether by registering an account, placing an order, or becoming a client.) Engagement (blogging, posting to Facebook/Twitter/Tumblr, etc. is fairly worthless unless users engage with your content) Analytics (Can someone link their work back to the company's success. An internet site can succeed or fail for many reasons, and analytics enable you to parse out why. Without great analytics, you can succeed while your social media strategist fails you (but still gets paid), and visa-versa, create an unsuccessful product but blame your social media strategist) No matter what budget you're operating on, I'd also consider highly targeted social advertising, and anyone worth their salt should be able to execute a small campaign with ease.

When you are considering outsourcing your community engagement and therefore your company's voice, be diligent about whom you trust this to. Your best customers will know when you are not doing the talking - and the trust of your best customers is worth hanging on to. They are the advocates you are looking to empower.
