Computer engineering or electrical engineering?

With a CGPA of 3.5 in the Masters of Electrical and Computer Engineering from University of Wisconsin-Madison, which universities can I apply for the PhD in computer engineering, electrical engineering or computer science the in USA?

  • I prefer to continue my education in the field of databases, data mining, data analysis or machine learning. I have two papers in IEEE conferences but it's not a very well-known conference and is in the field of computer hardware.

  • Answer:

Madison's a good place, and the GPA won't keep you out of anywhere.  However, research and rec letters will get you in.

I am unsure why I was asked to answer, but I will do my best. That GPA is sufficient to get in anywhere, but not great. Thus, depending on the quality of your research, you might have a shot at any university in the US if it's very good (i.e. significant publications, great recommendations), or might want to temper your explanations a little bit. You might also want to tailor your applications to the field you have done the strongest research and the most advanced courses in, whether that is EE, CE, or CS.
