What are the main factors taken into account by a director/producer when deciding whether to shoot a film in either 1.85:1 or 2.35:1 aspect ratio?

It is my understanding that this comes down to equipment and the target media.  Crews with large budgets will shoot the wider format for cinema, while framing action/title safe for 1.85:1 on DVD/TV (you will notice that there is rarely if ever any critical information at the extreme left and right of the frame, to allow for pan & scan). Low budget crews will have more equipment limitations and may be constrained to 16:9 etc.
