When I double tap a webpage on my iPad, it seems to know exactly which section to zoom into. How do they figure out which "div"'s content to fill the screen?

I don't know. But I have noticed that the android devices are really bad at this. They do not focus on the whole body of the text when double tapping on the body of the text. Instead, the user has to do it manually many times. People at Apple work hard at this. The quality shows.
