I will take my bike along with me to Bangalore from Noida permanently . Do i have to get NOC from Noida RTO and apply for new number in Bangalore? Is the procedure tedious? Is it worth it?Will i face any issue if i ply with UP number in Bangalore?

  • Through relocation agency (relocation cost will be paid by my company).I have UP (Noida) number plate.I am having great difficulty getting NOC from RTO Noida. I went to the official did not give me full detail.They unnecessarily asked me to go to different rooms . Later they asked me to submit Bangalore address proof. I have still not gone to Bangalore ,How can i get Bangalore Address proof. I remember that i got passport with Bangalore address when i was working in Bangalore few years ago. So , now i had all the required documents (2rd trip). Now , they gave me two copies of letter which i need to submit to Police to get approval from them. I went to police ,they told me file number and stamp is missing. I went back to RTO , got stamp, but for file number , they told me that since it is personally being taken to Police , they will not and need not put file number.I went to police they again said no they need  file number. They kept me sitting there saying that they will give me letter which i will give to RTO requesting not to issue letter without file number.But they did not type the letter .later they asked me to go to dispatch section and  give me letter and they took first copy and second copy they wrote received  and signed.They asked me to go to RTO office.I went to RTO office, RTO officer told me that they do not take this signed letter , they need approval from police only.I went back to police.Police told me to come again tomorrow. RTO office and SSP office is about 10 KM. So , in a day ,i covered 60-70 KM and wasted full 3 day. Still i may not get NOC till a month now.

    There is no real problem in doing this.  Here is the information, from http://rto.kar.nic.in/ PROCEDURE FOR RE-REGISTRATION                           Re-Registration or Assignment of Karnataka Registration Mark                                                                                                                                                                                                                                                                                                                                                                            The vehicles migrating from other States are required to obtain re-registration mark of Karnataka State within 12 months from the date of arrival into Karnataka State.                                                                                          An application for assignment of  Karnataka Registration Mark shall be made before the Jurisdictional  Regional Transport Officer if the vehicle is kept for more than eleven  months in Karnataka state. Change of address/Transfer ownership should  have been recorded in the Registration Certificate.                                                                                                                              The vehicle owner shall produce the following :                                           1. No Objection Certificate (NOC) in form http://rto.kar.nic.in/cmv28.pdf or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority. 2.Application in form http://rto.kar.nic.in/cmv27.pdf (If CMV27 already filed, an application on plain  paper) along with documents shall be submitted to the concerned R.T.O. 3. Registration certificate (RC Book). 4. Tax Card. 5. Insurance certificate. 6. Consent of the Financier (if applicable). 7. Pollution Under Control Certificate. 8 Fitness Certificate and permit in case of transport vehicles. 9. Prescribed fees and difference of tax if any. 10. Three passport size photographs of the applicant. 11. Vehicle shall be produced for inspection in the premises of the R.T.O. if it is not inspected earlier. In case NOC has not been obtained at  the time of migration, the registered owner is required to apply in form  no 28 (in quadruplicate) to the previous registering authority along  with documents for issue of NOC , and submit the NOC obtained for  consideration of Re - Registration application. In case, no reply is  received from the previous registering authority even after 30 days, the  registered owner shall submit a copy of the form no. 28 applied, along  with the postal acknowledgement for having submitted before the previous  registering authority, and a declaration stating that " the application  for NOC has neither been rejected nor any reply received from the  previous registering authority" to whom the application has been made.     On verification of application and documents, new Registration Mark will be assigned. The Documents will be delivered after two days between 4.30 pm and 5.30 pm. REFER SECTION 47,48 OF MOTOR VEHICLES ACT, RULE 52 OF CENTRAL MOTOR VEHICLES RULES. There is absolutely no need to approach any touts or "agents" for this.  The procedure can easily be completed by you.

If you can spare the time and money, then go for all the procedures mentioned over here. Personally, I dont think your number plate or papers will be of any issue. I drove all around bangalore without being stopped even once. Infact, I wasnt stopped even in random check posts(I have a maharashtra no plate). Once my bike was towed, but it was easily released after I paid the regular fine. You can try one thing, wait for a month or so to see if you face many problems and then decide if you need to change your state registration papers. P.S.: I have driven in gujarat also without any hassles Good luck

What are the provisions relating to Inter State transfer of vehicles? When a Motor vehicle registered in one State has been kept in other State for a period exceeding twelve months the owner is required to obtain a new registration mark to be assigned by the registering authority within whose jurisdiction the vehicle then is in terms of section 47 of the Motor Vehicle Act 1988. What are the provisions relating to refund of one time tax paid in respect of non transport vehicles? Taxes on Motor vehicles is a State subject and hence the Motor vehicles Act 1988 and Central Motor Vehicle Rules 1989 do not contain any provision thereon. However while you apply for the new registration mark the State authorities would demand a N.O.C. for the original registration authority ( from the earlier State). N.O.C. is normally issued by such authority after ascertaining that all taxes/dues have been paid. In case of a non transport vehicle normally one time tax for 15 years in the first instance ( and 5 years thereafter ) is paid in most of the States. In case of transfer to another State the new State would demand prorata tax for the remainder of the onetime tax period. Such taxes are to be paid. Corresponding refund can be applied in the earlier State. Certain States exempt certain categories of transferable Govt. employees from payment of such taxes on transfer. What I understand is that you can use the vehicle there with the same number for one year I understand.  Meet Noida RTO and get details and then decide whether to change or not.

Karnataka is one of those peculiar states where as long as you've paid local road tax, they don't really care if you get a local number. You might be stopped by the rto if you don't change your number but pull out the tax paid receipt and they'll wave you on your way. Its not difficult to pay road tax at the local RTO office, in fact they'll lay out the red carpet for you if you are voluntarily complying.

As per my knowledge - (1) NOC shouldn't be more than 3 months old (some states have a 6 months validity, but Karnataka has 3 months validity) (2) You will have to pay remaining life-time tax in Karnataka if you want to avoid harassment that people usually suffer at the hands of traffic cops.You can opt for a new number also in Karnataka (that's what I did when I moved here many years ago and realized that despite paying LTT also, cops were quick to spot my "out of state" vehicle).Regarding your problems at RTO - it is no secret that RTO offices in India are the most "corrupt places on this planet" (probably this universe also). You can talk to some agent who charges reasonable amount of money and get it done. Nothing moves in RTO without payment of bribes and involvement of agents. If you want to do it on your own, be prepared to sacrifice many working days.
