As has been mentioned prior, there are a lot of choices and decisions that you need to have in place before you can really choose your payment gateway. First and foremost would be your E-commerce platform. There are many choices out there and you have to determine which is going to be the best fit for you. Once you have that choice made, you are now limited to the payment integrations that particular platform has for payment gateways and you will need to select from what they have available. If you are developing your own E-commerce platform and need to integrate a payment gateway into it yourself, then the sky is the limit. You will have to identify how much of the PCI burden you want to take on yourself and what regions you will need to be able to have merchant accounts in. Those two factors are going to cut the list down pretty quickly.
