I'm almost 100% sure that casting is closed, and the only way you would get a part in the film would be if you are British. JK Rowling specifically said that she wanted and all-British cast. There might have been exceptions for extras, as they don't speak. Plus, you would have had to travel to Britain to go to the casting, if they held open casting.
