Answer:
You'd think that they would except volunteers no matter the age, but most shelters don't. Many local shelters are non-profit, they might have 1 or 2 paid employees, but that's usually from donations. Aside from the few that actually want to help, most of the work is done by community service workers. People get into trouble, and they have to serve the community, many people would rather work with animals than clean trash off the side of the road. As far as the age goes, it's typically 16. Most state laws are like this. I applied when I was 15, and because the shelter would rather have someone who wants to be there over someone who is forced to be there, they let me in. Basically, it varies from state to state. Speaking from experience, i'd say that 13 is too young. However, if you live in a small town, and you present yourself very well, you might have a shot.

You can starting at age 13, but only with a parent's supervision. If she wants to do it solo, she'll have to wait another three years.

Laws vary. Call the animal shelter and ask.

They might except her. She might have to be 15 but I doubt that. you just have to go down there with her and ask them if she can volunteer.

It depends. At our animal shelter you need to be 16. You should call them or check out one of their applications.

Good for her :-) I volunteer to walk & care for dogs at my local SPCA - it's fun & very rewarding, and a great help to the shelter and to the animals. Whether she can or not depends on the individual shelter, however. You will have to contact them and ask them.
It really depends on the shelter. There's two in my area, and one allows 13 year olds, but the other you can't volunteer at until you're 17. You should look on their website or call them.
