Will i still need the Priority Mail Flat Rate Box?

Can I cut up a USPS priority mail box, turn it inside out, and then ship it as a regular box and not flat rate?

No you cannot do this I once wanted to do the same thing but there is still words on the inside so the USPS know that it was turned inside out and also it says this is against the law and you cant ship something in a flat rate box and not ship it flat rate sorry bud but youll just have to find yourself a new box!
