Is there a chance that a university will accept you even if you don't meet transfer student admission criteria?

the university that I am trying to transfer too requires 18 college level hours(completed), a 2.0 gpa(completed), and you have to take a college level math and English (did not complete).

Uh ... NO ... that's why they have criteria (aka "requirements") in the first place ... to keep out everybody who doesn't meet them. If they let ONE person in who didn't meet the criteria, they would have constant lawsuits of discrimination by every other student who didn't meet the criteria but wasn't given an exemption.
