Answer:
The camera isn't solidly mounted to the drone. It can adjust it's aim on a targeted position as the drone flies. They are made difficult to shoot down by being high, out of sight, and/or covered by air support.

"Drone" camera. They stabilize the camera and point it. The drone is usually a highly stable platform. Of course it moves.
