Our new Samsung HDTV has specs of full HDTV 1080P. Why does, when I turn on the TV, it says just 1280x720, 60P (Verizon FiOS)

That might be the default setting and you need to make the change in the setup. When all else fails, read the manual.

If the TV doesn't have a setting for 1920x1080, I would go back to the store with it.

you can change it to 1080i, no broadcast shows are in 1080p. that is for movies on demand or Blu-ray mainly.
