Is it true tat they can make ethnanol from sugar cane?

I want to make some homeade chocolate but the recipe says use powdered sugar as possible, can i use normal sugar too?

For example you would use powdered sugar for ice cream where you do not cook it, but granulated sugar if you cook it. Fudge is a crystal structure so you use granulated sugar to start. Put your granulated sugar in a blender, say a half cup at a time, and beat it into submission.
