How to write a procedure?

How do I write the policies and procedure necessary to open an adult residential facility in Virginia? I tried asking other facilities.

• I have asked my local social services as well as googled it. No one will give me an answer other than it's a long document but no real specifics of how to do it.

  We have a Vet clinic. The policies and procedures have cost us a lot of owner hours and paid employee hours to generate. We started from nothing except some ideas found on the Internet and maybe from notes taken at seminars. Most businesses don't want to give up their manuals and in fact it's common to mark them Proprietary and not allow employees to retain them if they quit. Good luck. Start with an outline. Gather up rules and regulations that you must follow.
