Can a city cut a tree on a easement without giving notice to property owner?

  • Our tree was a decorative tree that it's branches were cut down to the trunk. Meaning it wont grow and fill out anymore. It is on the strip between a road and sidewalk, with no interceptions, wires, utility, signs and such. We own the tree ourselves and my brother is only one to drive and park by the tree. His car goes under without problems yet the city employee states it was in the street. Is it legal for them to do so without giving notice? It was said to us that it was on an easement and city could do what they want, yet we have maintained it with mowing and such and were about to trim it after letting it grow out some to shape it.(the tree we mean)
