When I make air dry clay sticks to sell do I let them dry all the way or sell them still soft?

It's a toss up with air dry clay. If they're fully hardened, they are more brittle and can snap. But if they're too soft they can bend and warp. It's basically your call as to what you're more or less worried about. I personally would use fully dry sticks, and then just pack them up really securely.
