Did Syria give or sell ISIS the journalist hostages so they could try to bargain with other countries?

I'm wondering how Syria works with ISIS. The US tried to get James Foley, but. when their tried to surprise them, they were gone. It was a secret mission. But there were boots on the ground, which means they must have been in Syria. So if two Americans were in Syria, and ISIS hates the US, and Syria hates the US, why are the hostages in the hands of ISIS? I hear there are 20 journalists that have been kidnapped. ISIS I and Syria are keeping hostages, because the US cannot invade Syria. Another thing, it seems to me that if they ask for high ransoms, they are like pirates, that make a living by pilfering. So what does Syria get?
