China has LOT harsher penalties for drugs than USA, but they don't push their allies to fight this "war on drugs" like USA? Why?

The US war on drugs was started by Nixon in 1971. A good idea but a total failure. Like prohibition it was a failure. Unlike prohibition the "war" goes on. We've spent 2 trillion dollars sO faR YET MORE DRUGS ARE BEING USED THAN EVER BEFORE. wake up America! Legalize pot and regulate its sale as we do with alcoholic beverages... or ramp up the war. Close the Mexican border with US Army troops. Tell them it won't open until they seriously go after the drug lords.... etc etc

China uses the death penalty for drug smuglers, no need for allies in that area.

The Chinese are weak at international diplomacy and therefore lack the leadership in international fronts. They'd rather confront their own problems, what with a billion population of Chinese that's difficult to control all the time. Most of their allies are isolationists anyway and would be reluctant implementors of agreed upon international policies they might have arrived at. They would, also, have second thoughts of bringing illegal drugs from their country into China for fear of repercussions, mostly economic and militarily so China wouldn't care. And they have imposed fear upon their citizen by its readiness to place violators within China into the firing squad without fanfare.
