No, any tax on the internet would be a gross misappropriation of government power. In the U.S. at least, the states cannot do it because the internet engages in interstate commerce, and therefore falls under federal jurisdiction. The only way the federal government could do it is by claiming interstate commerce, but the Renquist court would probably shoot that down claiming that, for example, answering answerbag questions is not a commercial activity. You never know though, the federal government regulates the window-washing industry with the commerce clause because they wash the windows of buildings that engage in interstate commerce. Of course, that was the Warren court that decided that. Short answer: No, I believe it would be horribly unfair and I would fight it tooth and nail, but yes, the federal government could probably find a ridiculous way to tax it.
