  I'm afraid it's not silver, not a dollar, and not from 1865. These turn up frequently and are fantasy coins that were probably minted in the Far East. They're essentially worthless except as curiosity pieces. The design is crudely copied from the standard Washington quarter design used from 1932 to 1998. However in reality the first U.S. coin to carry a president's picture was the familiar Lincoln cent first issued in 1909, so these fakes are off by about a half-century. Some of the local TV stations got hold of them and started trumpeting stories about "fantastically rare" or "previously unknown" coins being found.
