Why won't my windows 98 PC games play on windows 7?

You don't mention the game in question, or whether you've tried using compatibility mode to run the game. The reasons they don't run may be because the graphics support (directx) works in a different way with later versions of Windows. Windows 98 is a 16/32 bit operating system, Windows 7 is 32 or 64 bit. It may simply be that the Windows 7 computer is so much faster than the 98 machines the game would have been written for.
