State-funded agencies like Child Protective Services(CPS in many states) is designed to help children that are abused. Private agencies have a lot more funding (your money) to find mothers and pregnant women simply unable to provide for their children. Also, State-funded agencies such as CPS are not designed to take kids away from families, but rather to help families with problems to resolve issues and provide for the children. If in cases where this isn't possible, then and only then do they seek adoption for the child(ren).
