    That's good help from MasTec 1970. For whatever it's worth, working from memory here... Horn being inoperative on that vehicle was more commonly caused by a bad Clockspring for the Airbag, is the Airbag Light on? If the accessory fuse blows because of something high current being plugged into the 12V power outlet (cig, lighter socket) it may kill the horn, the horn might be wired to the same fuse. Hopefully helpful.

The relay block is located in the center of the IP (Instrument Panel) near the IP fuse block.
