No it's not possible,While your Account is Deactivated your Name Will Disappear From There Block List However Once You Reactivate your Account Your Name Should Be Back In There Block List Only Then Can They Unblock You

When you deactivate your account, it's not deleted, so if you are blocked by someone, they should still be able to see you on their blocked list. If they can see you, they can unblock you even if your account has been deactivated. When or if you re-activate your account, you would not be blocked. No, I have not tried this personally. It's way too much trouble to bother with and not worth my time and effort.
