Many, many retail stores hire "associates" and keep them below the full time threshold. That way they don't have to provide benefits and insurance under Obamacare.

Most retailers do not hire anyone full-time except managers and corporate office staff. Why? - They don't have to provide benefits/insurance for part-timers, which keeps employment costs down. - Most retail jobs have a high employee turnover rate. It's not worth investing in training for a full-time employee who might quit in 6 months. - There's a lot more scheduling flexibility with, for example, 30 employees working 20 hours/week than 15 employees working full-time. Bottom line, hiring part-time employees is just more practical for the employer.
