The original poster of the pic will not get notified, when you that their picture. You're in "request tag" mode is only happened when the person you tag set that in Timeline and Tagging Settings to review what people tag them begore appear in their Timeline. So this person will get notification; if you cancel the request, the earlier notification will disappear too. The question is, between your request and cancel, did that person you tag see that (open their FB & read the notification), so it can be yes and it can be no.
