afaik the deep web and the dark web are just different names for the same thing. i think the term comes from the fact that search engines index webpages by following links. if a web page doesnt have any links then it is a "dead end" and referred to as dark. although there are more "dark" pages than indexed ones, many of them are accessible through alternative search/indexing services. only a part of the "dark web" is only accessible through TOR.
