IHSS program in California?

Does people receiving payments from California's IHSS program now not have to report this as income filing taxes?

It depends. "Notice 2014-07 defines Qualified Medicaid Waiver Payments as payments for nonmedical support services provided under a plan of care to an eligible individual living in the care provider’s home" and this is CA only. So if they don't live in your home then it is taxable.

yes, I have a client with an autistic child which she is being paid each month by the state and in contacting other mothers in a support group they found that Calif. has determined this is not income like wages altho it has been reported on W-2s in the past I can't find it but she was going to retrieve the information to support her taxes next year if you have Notice 2014-7 that should suffice
