Answer:
Brooks City-Base is the former Brooks AFB, located in southeast San Antonio, TX. It is a civilian community owned by the Brooks Development Authority, a special district and political subdivision of the State of Texas. The Air Force closed Brooks AFB back in 2002 and sold it to the BDA. There is a singular military presence in San Antonio, TX now. It is called Joint Base San Antonio. It is comprised of the former Randolph AFB, Lackland AFB, and Fort Sam Houston. The individual installations are correctly referred to as JBSA Randolph, JBSA Lackland, and JBSA Fort Sam Houston. The former Kelly AFB was absorbed into Lackland AFB in the early 2000s prior to the creation of JBSA San Antonio. Brooke Army Medical Center is a major Army hospital located at JBSA Fort Sam Houston. It is one of two major military hospitals in San Antonio, the other being Wilford Hall Medical Center located at JBSA Lackland. Brooks and Brooke were often confused by people not familiar with the various military installations in San Antonio. I lost count of the number of times that I assisted people wandering around the Brooks AFB area looking for the "Brooks" medical center. It got so bad that we had small maps made up to guide people to BAMC from Brooks AFB. As far as I can tell, there never was a "Brooks Army" installation -- base, fort, post, airfield, or otherwise. Now you have the whole story.

The only Army installation that is named "Brooke" is Brooke Army Medical Center, located in San Antonio, TX. http://www.bamc.amedd.army.mil/ There is no connection between it and the Air Force Base with the similar name.

ANY Air Force installation is called a 'BASE'....NOT 'city base'. At least the news media got it right.
